Higher professional technology education is an essential part of higher education and a higher stage in professional education. It represents a common ground between college education and professional education. It is extremely important in permanent education and mass instruction.Higher professional technology education have been improving fast in Hunan province from 1999, in spite of the fact that compared with other provinces, it still has some deficiencies and cannot fully competent in the two current strategies of "Hunan province education thrives" and "talents strengthen Hunan province" . Research should stress how to invest if higher professional technology education needs to be improved fast, scientific and repeatable.This study takes the current situation of higher professional technology education in Hunan province as the object, focuses on analyzing the problems and shortages on education investment in Hunan province, and explores a way which would made education investment more reasonable and profitless.The essay is made up of 4 chapters.Chapter one presents the study background, current situation, study purpose, the meaning of study and the organization of research logic.Chapter two analyzes the meaning of investment, education investment, higher professional technology education investment, as well as the traits, influencing factors, and source of higher professional technology education investment.Chapter three analyzes the current situation of higher professional technology education in Hunan province. Based on the investigations and analyses, the essay analyzes the education investment in Hunan province in five areas: source, total input amount, input amount per student, elastic coefficient, and expenditure of education funds.Chapter four examines the four factors which effect the education investment in Hunan province: inadequate total budget, heavy financial burden on families, unbalanced investment structure, narrow investment sources, and inadequate management structure.Chapter five offers some suggestions, such as putting government's guide on education investment into fully play, widening investment sources on higher professional technology education, strengthening the capital management in higher professional technology colleges.
