The right of learning decision-making is not only one of the basic right of students in primary and middle school but also their power. It is the right and power which decision-maker has to choose, decide and apply learning targets, contents, methods, strategies, evaluation for learner, as judge and choice its core. During students'long educated period, the right has not been noticed so that much aftereffect has been brought to our education. This paper explored all the above problems and made the right can be noticed so as to be emphasized.This article is made up of five chapters which can be divided into three parts. Chapter I is the first part which introduces the causes, aims, methods of the research, the history and present theories on students'right of learning decision-making and the value of the research. Chapter II, III and IV are the second part. In Chapter II, we expound some general ideas including the definition of right learning decision-making, what'right'means and causes that affects the right of learning decision-making. In Chapter III, we analyze two mistakes on the right of learning decision-making: one is that students lost their right, the other is that their right is overdrawn. So in Chapter IV, we make it clear what rights students should have. In Chapter V---- the last part, we draw conclusions that new relations between teachers and students should be built and students should make decision for their own study and it's also important to elevate students'ability of learning decision-making.
