At the 11th meeting of National People Congress, while making a governmental report, Premier Wen Jia Bao said: "It's a must to strengthen the ability to construct vocational education, deepen the systematic reform of management or invest of vocational education, and cultivate qualified personnel of technology." Thus putting the development on an unprecedented high position. As a necessary part of national education system, the secondary vocational education plays a vital role in training millions of labor of both knowledge and technology. Under the background of lifelong education and popularize education, the success or failure of vocational education affects the speed of social economic development directly.However, our country's level of developing vocational education is inferior to other developed countries in the history of expanding vocational education. Compared with general education, a relevantly perfect system of vocational education hasn't be set up. According to the fourth quarter's statistics of 94 cities' demand of labor's qualification in the Year 2007, the Chinese labor market supplied the information that there's 55.4% of total employment has a definite demand of technology degree, which mainly concentrate in elementary and medium technicians or engineers with the percentage of 46.6.As to the relationship between supply and demand, the demand of employment is more than supply for the job. Under this situation, the present vocational education needs reform, and we have seen the regulatory on policy, but there still exits some idea and systematic problems. Therefore, how to make our system of vocational education is a current topic for us to research on. To improve the system of vocational education, it's necessary to review the history of developing the system of vocational education, analyze the present difficult developing vocational education, and study the current policy of vocational education. Furthermore, it's helpful to take the experience of developed countries in the research of setting up the system of vocational system for reference. This paper has done further investigation and discussion on this problem with the hope to be helpful to improve the construction of vocational education's system.Chapter 1 Looks back the history of vocational education system in different stages and how the policy adjusted in various periods.Chapter 2 Analyzes the difficulties developing our vocational education system, and presents the new conception of renewing the system.Chapter 3 Takes Shanghai as a case to illustrate the local policy of development of vocational education system and the implement of it as well.Chapter 4 Uses German and Hongkong as two successful examples to develop the vocational education system for reference. Points out the direction which we can follow.Chapter 5 Shows three perspectives of consideration of improvement of vocational education system and makes some suggestions on the base of research.
