Educational administrator training is an important work with strategic signification. The establishment of assessment system for educational administrator training institutions ensures the training quality effectively. It is very important to do research on the assessment of educational administrator training institutions thoroughly and establish effective assessment methods and procedures.This dissertation discusses the basic theory questions of assessment of educational administrator training institutions thoroughly according to the basic theory of education evaluation, combines the working conditions of educational administrator training institutions, benefits from relevant evaluation experiences at home and abroad, finally constructs a set of methods and relevant operating procedure for empoldering assessment programme for educational administrator training institutions in china.This dissertation argues that Assessment of Educational Administrator Training Institutions is a kind of activity which is directed by definite values, uses definite assessment programme and procedure to make judgments on whether and how the educational administrator training institutions satisfy the need of society, educational administrator and educational administrator training institutions themselves. The aim of this activity is urging the government and educational administrative departments to strengthen leadership and create favorable conditions to promote the quality of educational administrator training institutions and urging the educational administrator training institutions to plan the institution development reasonably, optimize institution management, make use of all kinds of resources inside and outside the institutions effectively in accordance with relevant government documents and local conditions, try the best to promote running performance and finally foster a group of excellent educational administrators.The dissertation argues that from the view of values of educational administrator training institutions, the assessment of institution's planning and development, management conditions, resources inside and outside and running performance are needed. After using the assorting to assessment contexts by CIPP evaluation model to classify the criteria, four groups of criteria are finally confirmed: aim and decision, running conditions, running procedure, running quality and extra-point items are enclosed herewith.According to the criteria and following the principles of setting up indicators, the dissertation uses the Factor Analysis Approach to draw up indicators, discusses that the programme-deverloper can use the Collective Experience Method to select and confirm the indicators, use the Rank Sum Calculate Method to confirm the weight of each indicator and should decide the assessment standards through assimilating the experts' opinions and quantitative analysis. The dissertation also lists specific operation methods and approaches that illuminate the developing procedure and methods for the assessment programme of educational administrator training institutions.The dissertation also aruged that in the long run, the assessment subject of educational administrator training institutions should be educational assessment agency, but before its foundation, educational administrative departments should lead all the works. Benefiting from the procedure of American institutional accreditation and teacher training institution assessment in Taiwan China, the assessment working procedure can be divided into four stages: the initiation and preparation of assessment, self study, official assessment and result report.
