With the depth development of modern distance education in rural primary and middle schools, rural education steps in a new period, and a huge change has taken place from teaching aims, teaching content, teaching methods and teaching organizational forms. In this background, rural distance education administrators assume the important task to promote distance education resources for teaching and training other teachers. And administrators'information technology play a decisive role to apply rural education effectively and train other teachers with information technology. However, at this stage of our training to administrators is only equivalent to the ordinary teachers IT training, which target tremendously contrast to the theoretical basis and teaching activities, so it makes serious impact on the quality and effectiveness of training.This thesis is a try to solve such problems on both theory and practice. I analyze educational characteristic in this information time and the new requirements given to the distance education administrators, depend on the current education and other relevant scientific disciplines of the latest research results, put forward a new way to training abilities of the administrators, make conclusion and perfect it in practice on the basis of a large number of training cases at home and abroad.From the practice, I find that it must break the linear, fixed curriculum and teaching models to break the past limitations of technical training education, create a nonlinear, dynamic and personalized training system according to the requirements of the times and the needs of students, complete the training tasks and achieve training objectives by stimulating students'independent study collaborative learning and their enthusiasm. At the same time, we can create special network environment which aims at the Characteristics of educational technology ability, achieve a long-term impact on students in training.This thesis describes the theoretical basis, design, program structure, teaching methods, environmental construction, evaluation system, and other issues for training administrators'abilities, it also introduces the background, significance, methods, innovation, process and the problems in research. I write this thesis in order to explore an effective method for training administrators'abilities through practice and improve their teaching technique, put forward the effective application of the resources in distance education, and promote the information technology level of the teachers in rural primary and middle schools.Being one of the organigers of the forthcoming modern distance education for rural Party member staffs in Cuiping District of Yibin City, 2007, I took the full participation in modern distance education in rural primary and middle schools in such district in 2005, that laid the foundation for the practice of this thesis and enhanced the validity of administrators'technical capacity of educational in training.
