Educational equity is an important foundation of social equity.Solving the problem of inequity in education and promoting the balanced development of education has become a century difficult problem faced by all over the world.To build a country,we must first strengthen the teacher.In 2014,the Internatioal Summit on the Teaching Profession,co-organized by the Ministry of Education of New Zealand,the Organization for Economic Co-operation and Development(OECD)and the International Education Organization,was held in Wellington,New Zealand.The conference made it clear: Countries need ongoing support for teacher education and a series of strategies to attract good teachers to the most difficult schools while reforming the hiring and distribution system and creating new incentives to train teachers from local community schools,Helping poor schools retain teachers and make them successful.The Government of New Zealand attaches great importance to the education of disadvantaged groups in the economically underdeveloped areas.Through targeted educational policies and implementation of educational programs,the Government of New Zealand supplements quality teachers in underdeveloped areas,optimizing the structure of teachers,improving teaching quality and retaining high-quality teachers."Teach First NZ Programme" is an innovative secondary school teacher training program.In the course of its development,it not only renovated the teacher selection process and training model but also supplemented and retained a number of high-quality teachers in underdeveloped areas.Education in underdeveloped areas has had a positive and effective impact.The main body of this article is composed of five parts: background,development goals and values,operating mechanism,implementation effectiveness and inspiration.The first part: The background of "Teach First NZ Programme".First of all,from the international background perspective of the main reasons for the program.Under the background of economic globalization,the neoliberal ideology and the prevalence of marketization of education have laid a foundation for the game between the quality and the balance of the quality of basic education in developed countries.Afterwards,the developed countries took the lead in launching and promoting "Teach for All" Series of projects to make teacher training in a doldrums.New Zealand began to try another way to train teachers to improve the quality of teachers to optimize the structure of teachers and retain qualified teachers.The second part: "Teach First NZ Programme" development goals and values.First of all,the development goals mainly introduce the main goals and targets of the project.Secondly,the project has always been centered on the six core concepts of honesty and integrity,respect for others,partnership,continuous learning,resilience and the pursuit of excellence in teacher training.In terms of value orientation,the project is different from the traditional model of teacher training and embodies the value orientation of solutionism and practice.The third part: the operation mechanism of "Teach First NZ Programme".The implementation of the programme mainly includes the selection of teachers(the basic requirements for the applicants,selection criteria and recruitment process of the teachers),pre-service training(teaching observation and reflection,intensive summer training and pre-employment assessment and Distribution),on-the-job training(regular visits and guidance of visiting experts,school-based training of school tutors and leadership training and development),post-office development and resource integration(economic support,partners,evaluation and monitoring).The fourth part: The effectiveness and comparison of "Teach First NZ Programme".The project not only tailored the teacher training model for underdeveloped regions and retained a group of high-quality teachers;it also expanded the number of teachers with diverse cultural backgrounds and optimized the structure of the teaching staff;in addition,the "Teach First NZ Programme" Special emphasis is placed on the promotion of teachers' leadership,thereby improving teachers' social status.A macro-comparison and analysis of some of the projects in the "Teach for All" project,the "Teach First NZ Programme" has achieved remarkable results in terms of project security system,policy guarantees,retention of teachers,and project influence;this project is related to the United States,Britain,and Australia.There is an inadequacy in the small scale of the project is still in the development stage,the training of high-quality teachers can not meet the demand for high quality teachers in all the underdeveloped regions in New Zealand.The fifth part: The characteristics and enlightenment of "Teach First NZ Programme" in New Zealand.Based on the above four parts of the discussion,comparison and analysis,we can outline the implications for the supplement of high-quality teachers in underdeveloped areas in China.Change the teacher training model,broaden the sources of teachers,strict teacher selection criteria,strengthen practical ability teaching,give spiritual encouragement,establish self-confidence in professional learning development,focus on teacher integration training,multi-data evaluation and monitoring.
