Entering the new century, with the arriving of the Knowledge-Economy times and China's entry into WTO. The Higher Education Act was proclaimed in the end of 20th century, marking that the Local Colleges and Universities running schools on themselves own by law, and the trend of popularization, raising new trial and challenge. The former teaching quality supervise methods can't be worked. The Higher education system reform is on the critical juncture. How the Higher colleges and universities response to the intense market competition? The situations bridged them not only rare opportunities, but also fierce challenges. How the local colleges and universities change the single and rigid schools-running model, create the unique universities school characteristics for surviving in the world, that is not only a theory question, but also a practice subject. There are four parts in this thesis:Part I, Making an introduction on the background, the goal and the significance of the research, related terminology as well as research mentality and method utilization.Part II, Firstly, making a brief introduction of the present situation of the local colleges and universities. As the important part of the higher education system, although the local colleges and universities only have more than 20 years'development course process, but the schools had withstood the test, at the same time. Have cultivated a large number of talents, had made a great contribution on the local economical development and the progress of the society. According to the forecast, China's higher education gross enrolment rate will reach 25 percent, nearly the size of college students 28.66 million, of which about 90percent of the students studying in local colleges and universities. In a certain sense, the level of development of local colleges and universities will determine the speed and quality of the popularization of higher education.Part III, Basing on the analyses of the characteristic of the local colleges and universities which participated the National Undergraduate Teaching Assessment between 2003-2006. The main part of the papers beginning with the analysis of the" Kind of characteristic "in order to draw some rough opinions and conclusions, and then analysis the characteristic form the three results, such as"Excellent","good","qualified". Then draw out conclusions that the local colleges and universities paid attention to school-running idea, talents training models, but neglected the development of the school system and the school running model, at last, anglicizing the seven indicators of the characteristics, trying to find some rules and issues.Part IV, According to the problems and phenomenon, with reference to foreign experiences of schools-running characteristics. The paper put forward some advisable suggestions to strengthen school-running characteristics.
