With the development of economic globalization and knowledge economization, the contradiction between the increasing demand of education and the limited supply of teaching resources is more and more serious. Nowadays, teaching resources is absolutely limited, macroscopical resource allocation during existing education system is noneffective, and microscopical resource utilization is ineffective, which have become bottleneck restraining the development of universities. It has been an important subject, which is to be solved urgently during higher education development, to allocate teaching resources reasonably, to integrate and optimize existing teaching resources, and to improve efficiently existing teaching resources utilization. Based on prior research, this paper follows the guiding ideology that teaching resources are utilized reasonably, effectively and fully to improve teaching quality and benefits, and takes Beijing University of Chemical Technology as an example trying to design a set of plans to integrate and optimize teaching resources and to put forward corresponding measure in hope of providing reference for teaching resource integration and optimization. This paper's conclusion and contribution are as follows:Firstly, this paper, based on resources allocation and boundaryless organization theory, analyses teaching resources' input and output benefit by using DEA, concluding that: lack of assessment system of teaching resource input and output benefits and corresponding policies and lack of consciousness of resource sharing are the main reasons that teaching resources can not be utilized effectively. Therefore, teaching resources integration and optimization can be achieved by breaking up boundary of sectors, sharing resources together and assessing utilization efficiency of teaching resources termly. Moreover, teaching resources integration and optimization demand the use of policies and motivation mechanism to guide teaching resources allocation to satisfy the strategy of universities' development and principles of running.Secondly, this paper innovatively puts forward two kinds of methods to classify teaching resources: according to status and according to whether to be optimized. On one hand, teaching resources can be classified into potential resources, stock resources and floating resources. On the other hand, teaching resources, according to whether to be optimized, can be classified into ones which can be optimized and the others which cannot be optimized. These two methods play a sound role in analyzing effectiveness of allocation status of teaching resource and designing teaching resources integration and optimization. Thirdly, based on existing assessment indicators system of teaching resources, merits of which are developed and weaknesses of which are avoided, this paper tries to set up a set of indicator system of teaching resources integration and optimization of Beijing University of Chemical Technology, and further puts forward policy suggestion for teaching resources integration and optimization of Beijing University of Chemical Technology.
