Education promotes a country strong. Compulsory education is the most important part in the development of education. It is both national and livelihood. Since the founding of the People's Republic of China, the government has always attached great importance to the development of compulsory education. After a long period of efforts of the central government and the local government, China's compulsory education resources have been effectively reduced in quantity gap between urban and rural areas or between districts.But in the long term, owing to the limitation of the government in allocating compulsory education resources in China, the unfairness of compulsory education resource distribution can not only solve simply by increase in quantity, but even more by pursuing higher quality and efficiency. Based on it, systematic resource allocation is essential for the development of compulsory education in the future.From the perspective of public administration, this paper aims at promoting the development of compulsory education in China. Around the various theoretical issues in the allocation of compulsory education resources, I seriously study the ideas and knowledge of pedagogy, economics, political science and other disciplines. Through literature research and field investigation, the paper analyzes the problem of systematic resource allocation from theory and practice. In accordance with the idea of "finding problems - analyzing problems - forming hypotheses - proving hypotheses", the thesis is divided into seven chapters, as follows:First of all, according to the systematic theoretical system of compulsory education resources allocation, this paper constructs the index of the systematic compulsory education resources allocation,including "content","mode" and "status". According to the index, the paper analyzes the actual situation of the systematic compulsory education resources allocation. Through the comparative analysis, we find that there are many problems, such as "one-sided content","isolated ways" and "static state".Then, aiming at improving the efficiency and quality of compulsory education, this paper detennines the optimization factors on the basis of the analysis of the problem. The paper regards overall configuration as premise, and the Share configuration as an effective way, as well as the dynamic configuration as a powerful guarantee. It also establishes the policy support and supervision of optimization and fonns the overall optimization idea of it.Finally, with the guidance of the optimization idea, this paper optimizes the systematic optimization factors of compulsory education resource allocation including overall optimization, sharing optimization and dynamic optimization. In order to ensure the significance and value of the final optimization results, the paper puts forward the optimization measures and demonstrates the rationality and the progress of the measures.
