Market economy's development, science and technology's progress, comprehensive national strength's enhancement, are more and more depended on talented person's quantity and the quality, and more and more depended on the human resources development and the management level. Consulted earnestly with the analysis of massive literature material foundation, according to Inner Mongolia Autonomous Region talented person workshop related spirit, this article has conducted the investigation and study, and unifies the development of talent correlation theories and the domestic and foreign development of talent experience, has carried on the earnest analysis to the Inner Mongolia Autonomous Region Government department development of talent policy's present situation. Through the analysis, this article thought that as the national minority autonomous area, the present situation of Inner Mongolia Autonomous Region Government department development of talent has not been able to adapt the leap frog development request, government in development of talent role localization and the function display waits for transforming, the policy-making and caring out the aspect have the problem of policy architecture unbalanced, the policy implementation lacks of the feasibility, the policy to carry out does not good and so on. Above all the problems have the direct relation of policy environment, policy idea, policy formulation and executive routine insufficiencies. So I suggested that the Inner Mongolia Autonomous Region should improve the Government department development of talent policy environment, set up science policy idea, standard policy formulation and executive routine consummates.
