Social justice, as the very important part of constructing our harmonious society, has been human's pursuing belief and goal for long. And education as one of the most fundamental social undertaking, which has related to people's benefit and social's long-term development, is the prerequisite and guarantee to realize social justice. Education for the disabled is the important component of our education enterprise, the condition of it how development reflect the level of education justice and even social justice in a country. As a result, to discuss the education for the disabled and construct security system of education possess actual importance.This article assesses the justice thought of utilitarianism, of liberalism, of Rawls's and pluralism justice thought and pointed out four concrete principles of education for the disabled, such as the principle of citizen fundamental right equality, equality of opportunity, deserved distribution and afterwards compensation justice, as well as the Inclusive Education in the education for the disabled. Then we discuss the absent of justice of education for the disabled from opportunity of learning, process of education and result of education. And point out three reasons, First, current education for the disabled is very short at the education legal system, such as lack of specific and operable laws, some people and organizations are indifferent of legal consciousness; Second, national resources such as educational funds that plunged into the education for the disabled wasn't enough, and there were vast disparity between districts as well as city and rural areas; Third, the teaching resources needed by the education for the disabled was shorted on quantitatively and qualitatively. As a result, current guarantee system of the education for the disabled in our country is so low-level and incomplete, that could not offer equitable circumstance and opportunities on education for the disabled.Then it emphasizes on how to realize just education for the disabled, pointing that it was necessary to achieve it, and also expatiating the application of concrete justice principles on the education for the disabled. As concerning the approaches to legalize equity, we should still set about three exterior guarantee systems such as laws, resources that plunge into and teaching resources. Advocating that modify existing laws and draft more illustrative and operable education statutes for the disabled, with executing the law strictly and equitable judicature; increase education funds that plunge into the education for the disabled, dispose all kinds of resources more reasonable, and encourage other social force's anticipation actively; foster and train special education's teaching resources through multi-approaches to meet the current need of the education for the disabled.
