Research Of Socialization Reform Pattern Of Rear Service In Universities In Wuhan

After the first conference on the socialization reform of rear service in universities held in Shanghai in Nov. 11, 1999, the six ministries and commissions together established some opinions about improving quickely the socialization reform of rear service in universities. It pointed out that the main purpose for the socialization reform of rear service in universities is to achieve the right-about on management model and operating mechanism. This requires the rear service in universities to be independent in accounting and management, and responsible for its own profits and losses. Within all provinces, autonomous regions, and municipalities directly under the Central Government and other places, universities should construct the rear service entity (group, center or corporation) and bear the guarantee work at the base of criterion separation in rear service system. With no experience and no existing pattern, the universities through the whole country begin their socialization reform in rear service like bamboo shoots after a spring rain. They have gained a lot of precious experience and formed many practical patterns for the reform.The achievements are significant in Wuhan such as the right-about in administration system and operating mechanism, the changes in ways of investment and so on. However there are also some problems. The managing system is still imperfect and the goals proposed in the ideas unfulfilled. The pace is as well too slow in particular.Take Huazhong University of Science and Technology as examples, under the careful analyzing of the university operating mechanism administration system and their administration system, it can be concluded that the evening socialization reform of rear service in universities has enhanced the competitive power and be good for the development of universities in a long-term view.Thinking about how to make up the socialization reform patterns now, we should exert the dominate role of the local government to set up administration system and operating mechanism being on speaking terms of the socialist market economy and Modern Enterprise System, properly dealing with several relationships like the relationship between stabilization and development, the relationship between economic benefit and social benefit, the relationship between institution and independent legal entity and so on.However, the socialization reform of rear service in universities can not accomplish in an action. The choice of the pattern is not unalterable which need to accord with the real situation. The global target of the rear service entities is to be independent in accounting and management, and responsible for its own profits and losses, making it beneficial to specialization, being intensified and on a commercial basis in development.
