The problems of the school headmaster's power and responsibility raise the researchers' attention gradually, with the development of the headmaster-in-charge system. However, although there are many relative educational theory researches on the power of headmaster, the researchers still pay less attention on the area of headmaster's responsibility. This paper studied on the headmaster's power and responsibility of the public school in China through empirical investigation. The main contents are as follows:First of all, the current research situation of the school headmaster's power and responsibility in domestic and abroad was reviewed in this thesis, and made a comparison in the school management system and headmaster's power and responsibility between domestic and abroad. The headmaster's deserved power and responsibility is clearly after the current status of the headmasters' power and responsibility analyzed. Secondly, it combined with the empirical investigation, and according to the investigation and interview on the teachers and partial headmasters of two public schools in Guangzhou city, this paper points out the three problems that exist in the headmaster's power and responsibility: the responsibility is various and broad; the power is unclear; the power and responsibility are short of supervision. And then analyze the causes of the problems in headmaster's power and responsibility from economy and institution two aspects. In the economic analysis, two causes were put forward: rationality of economic man will make the headmaster to evade responsibility; the Principal-agent relationship between headmaster and government makes headmaster to abuse the power. While the analysis in the aspect of institution put forward three causes: the headmaster's power and responsibility lack of relative law support; the government didn't transfer the power to the headmaster completely; the school's democratic supervision mechanism is incomplete. Finally, policies and suggestions were put forward based on the research conclusion as following: establish and perfect the headmaster's power and responsibility system legally; the government should transfer the power to headmasters completely, and establish and perfect the relative regulations; perfect and implement the democratic supervision mechanism; establish effective excitation mechanism in order to ensure the headmasters can take their work responsibility bravely and excise their power correctly. Furthermore, it can ensure the school's democratic management, and promote the public schools in China to develop healthily.
