Many abuses of the school leadership system in the past have been overcome after the headmaster responsibility system was carried out. The effect is remarkable. However, at present, because the management system of the middle school is not perfect: the mechanism that restrains the headmaster's authority is imperfect, which makes the headmaster's authority excessively centralized, and affects the quality of teaching and education. In order to promote the management level of the middle school distribute the human resources rationally, arouse the enthusiasm and creativeness of teachers and students fully, and make the school management develop in the democratic, scientific and normal direction, it is necessary to restrain headmaster's authority rationally.At first, this text explains the background and practical meaning of this research, such as political civilization, prospering the nation with science and education, combating corruption and advocating an honest, aboveboard government; and explains the relevant concepts, the object of research and the approach of research. Then analyze the results of questionnaire and interview, and point out the guaranty of the Party organization acts inadequately, that the school personnel representary assembly has an undeserved reputation, that the enthusiasm of participation in school management from the teacher and his staff, students' parents and the communities is not high, that the mechanism which supervises and restrains headmaster's authority is not perfect, and so on. At the same time, analyze the cause of the problems: rules by law are fuzzy; policies are carried out incompletely; the process of system is imperfect, the negative influence of traditional culture; the weak supervision and restrict. Finally, absorb much helpful enlightenment and successful experience for reference by way of comparing the differences of restraining the headmaster's authority between our country and western country on individual characters of school management, headmaster's responsibility system, democratic management, headmaster's authority range and leadership system.Author proposes the following countermeasures and suggestions on the basis of this research. First, make and implement a new system of headmasters' appointing. Headmaster elect, reform headmaster's appointing, perfect headmaster's mechanism of examining. Second, set up and perfect the rational division of power system of themiddle school. Perfect the democratic mechanism of management of the middle school in accordance with the law. improve the leadership of Party organization to the middle school, standardize the headmaster's function and authority, reform and perfect the supervision system of headmaster's authority. Third, form the modern middle school management system. Set up the leadership system of school in which it's distinct between the responsibility and the authority , build high-efficient management system and power operating mechanism, set up the scientific and democratic decision-making mechanism, keep thinking about present leadership system, and draw on the reform experience from non-governmental middle school and modem business management for reference, persuade the middle school to implement" responsibility' system of Board of Trustees headed by headmaster" or build the middle school leadership system made up of the Board of Trustees . the school committee and the supervisor, in which the power, execution and supervision are mutually independent, mutually restrictive. In this way, the problem that middle school headmaster' authority' is restrained rationally can be solved easily.
