As teacher becomes a professional career, how to promote the professional development of teachers is an important subject in the current educational reform and development. Using the ways of evaluation plays a main part of educational activities, which promotes the activities more effectively in education. This paper investigates that what kind of internal relations exists in between evaluation and professional development of teachers, what kind of obstacles exists that the existing teacher evaluation effects teacher professional development, and how to use evaluation to promote professional development of teachers. Therefore, establishing the model of teacher's professional development evaluation promotes the professional level of teachers. Around this theme, the paper starts to research according to the following aspects:To discuss the relationship of teacher professional development and evaluation. After the teacher professional development requirements of the external groups to individual requirements for the development of the internal process, to teacher professional development of teachers is the individual, the professionalism of the inherent increase. The study of professional development of teachers in content and in the phase indicates that teachers with self-awareness of the professional development can have an inherent power of the professional development. Then it investigates the relationship of the teacher professional development and evaluation: The teacher professional development activities to achieve expected results, a reasonable need to play the role of evaluation, this needs to play the role of evaluation. In the process of the professional development of teachers, we will connect with the evaluation of teachers needs, and strengthen the knowledge to update and improve teacher education level through teachers` reflecting on their own initiation.To analyze the shortcomings of the evaluation system in the existing primary and secondary schools. The effect of China's current evaluation system is very limited because of the impact of management ,science and efficiency. The current evaluation is used by the means of a "top-down" approach mainly from the perspective of the school administration. School administrators is the main evaluator, teachers are the objects, This stressed that external motivation and the necessity of the management, its purpose is to better manage the teachers, controls the teachers effectively, thinks highly of whether the goal of the school is complete d, pays attention to the identification function of evaluation, resulting in the mentality of teachers and schools to the atmosphere of integration as it ignores the development requirements and the value of the teachers. In evaluating the content and method, the students` achievement is used as a quantitative evaluation method, such an evaluation of teachers focuses on identifying grade teachers, the good is rewarded and the bad is punished. this is a is a rigid, simple and superficial assessment, it destroys the lively ,rich and distinctive personality characteristics of the teachers` workAccording to the above existing problems, this thesis tries to build a professional development of teachers based on the concept of teachers'evaluation model. The model of evaluation stresses that teachers plays in main role in professional development of teachers. through the development of teachers in the evaluation of all teachers to take part in mobilizing the enthusiasm aroused the sympathy of all teachers in schools in a harmonious atmosphere so that schools and the needs of the development phase Consistent. In the professional development of teachers to evaluate the content of practical knowledge at the core, with bulk of knowledge, knowledge of the conditions for an evaluation. So that teachers throughout the evaluation of teaching and learning activities in practice, by their own teachers constantly reflect on the professional level of teachers. In evaluating the main teachers to take on the mainly self-evaluation, teacher evaluation of colleagues and students, supplemented by the evaluation of teachers, encourage teachers from different views to reflect on.
