The major job for a school is teaching , And the teaching quality is the life line is to promote students'development and to establish a ordered and scientific reading conventionality which is intended to promote the students'development. It is not only the requirement of the new courses, but also the requirement of the school itself.Based on Theory of taxonomy of educational objectives,Theory of total quality control,The paper is intended to explore the way in which the teaching behaviors and studying methods are affected by monitoring the teaching quality, and study how to actualize efficient control. A kind of efficient management is called the Chinese character"ç”°". The three up right lines of"ç”°"represent the teaching office, the moral education office and scientific research office. And the three horizontal lines of"ç”°"represent the three grades in school. These lines make up the net of the school's management. The impersonal rules of the course's standard's and the development of students'body and mind are the basis of the assessment and monitoring of the teaching quality. The monitoring of the teaching quality should be according to obey several principals: developing principal, leading principal, practicing principal, feasibility principal. From the point of monitoring itself, teaching monitoring includes two parts: Supervision and control, Supervision is the process of Supervising the teaching procedures and effects. Control is the process of taking effective control of teaching procedures by analyzing the information from supervising. Supervision is the basis and the method while control is the feed bar and intension. If the system of the assessment and monitoring of the teaching quality is divided into two levels; supervision and control, and if both are given exact responsibilities; where the trouble lies can be seen clearly no matter which level has been in trouble. In the way, the pertinence and practice of the monitoring can be improved.The paper is divided into four parts: literature search, investigation search, practice search, achievement and thinking .
