A Study On The Implementation Of TQM In American And British Higher Education

Up to present, China has undertaken the Popularity Process of Higher Education. When we have gotten the splendid achievements, a lot questions come out, such as followings: (1) how to meet the need of our society and students;(2) How to be the winner during the competition among higher schools ;(3) as the number of student increases, they require more; (4)How to improve both quantity and quality with the limited finance? These questions are just same as problems from the popularity of USA and UK. Some of higher schools of USA and UK took the implementation of Total Quality Management (TQM), and deal with problems from the popularity successfully. Their successful experiences are of great value for us.We made a comparison on implementation of USA and UK, and we took Oregon State University and University of Wolver Hampton as example. We made a conclusion as follows: (1) the same factors of the implementation of two countries are: both universities of USA & UK undertook the TQM because of the influence of finance and; during their implementation, both universities obeyed the ideas and hearts of the TQM; both universities made great achievements in respect of the customers satisfaction and the excellence of organization. (2)The main difference between them is that they took the different steps and methods during the TQM implementation. (3) Having reviewed the literature on the theory and application of TQM in higher education, there appear reasons for permitting the application of TQM as"general"and"transference". (4) During our application of TQM, we must comply with TQM principles. We not only reject empiricism but also the doctrinarism.
