Total Quality Management, an original concept of enterprise quality management, is a method of quality management to achieve long-term success which takes the quality as the center, the full participation as the basis, and the customers' satisfaction and the benefits of all members and society as the aim. In the mid-1980s, TQM was introduced in the United States and other Western countries in the colleges and universities to solution the financial and quality problems after the popularization of higher education. Total Quality Management as a whole system of the concept, with its unique, it's features of systematic, comprehensive and operational methods, are not only suitable for the rest of the community organizations, but also for the university teaching management.The higher education of China has entered the popular stage, the quality of higher education issues arising from the great concern of various sectors of the community. The party and the government has improved the quality of higher education as the main task for future work, and formulated the policies that have taken some measures. University is the implementations of the major higher education institutions. In the higher education system, the undergraduate education is dominate. For improving the teaching quality of undergraduate education, and establishing the university education teaching quality security system and an effective mechanism, we need to make various efforts. To improve the quality of teaching and the school efficiency, we must not only inherit the traditional university teaching, but also learn from the TQM theory and methods to improve China's university teaching management, enhance the quality of university teaching.The paper comprehensively uses the reaching methods of literature, cooperation, investigation, to the introduction of TQM University teaching management theory as the basic starting point for research, comparative analysis of the difference between the university teaching total quality management and management of traditional teaching, we can see, that university teaching Total Quality Management have some superiorities.The introduction of Total Quality Management theory and methods does not mean that copy, or "management fashion" It should get a clear understanding of China's national conditions and the development of higher education on the basis of the introduction of total quality management and learn from the concepts and practical methods. Results from the study, the introduction of total quality management in the U.S. university has its limitations, China's university teaching after the implementation of total quality management there are also many problems, such as all papers' quality and capacity issues; full participation which is difficult to achieve in university; and imperfect preparatory before the implementation and other issues. We should further improve the quality of participation in the management of staff, to achieve the full participation of the University of Total Quality Management to create conditions to make full implementation of total quality management before the preparatory work.
