The expansion of quantity of higher education brings new opportunities as well as challenges for teaching management of college and university. Teaching is the centre of college and university. Teaching quality is the key of the quality of students' cultivation as well as the development of college and university. In order to improve teaching quality, we must enhance and innovate teaching quality management.The aim of the article is that we follow the interior regularity of higher education and use the advanced idea, model of teaching management, using the idea of total quality management for reference, try to make a theoretic study on designing teaching total quality management system of college and university for promoting the innovation and development of teaching quality management.The article consists of five parts. In the first part, the author set forth the background and the significance of the research. In the second part, we discuss the meaning, characteristic and some important aspects of teaching quality management of college and university. In the third part, we discuss the design and innovation of teaching quality management model, putting forward to the market-guided management model. In the forth part, we analyze the feasibility, necessity, efficiency of bringing total quality management model into teaching quality management and put forward to the new idea of teaching quality management in new era. In the fifth part, we use total quality management theory for reference, trying to design teaching quality management system by using the advanced management theory and make solid theory foundation for teaching quality management system.
