Research On System Construction Of Public Opinion Guidance In The Stability Of Higher Institutions

Public Opinion Guidance should be a powerful tool for unifying ideas, inspiring, strengthening society and mobilizing masses. It has always been a most significant part for the maintenance of stability in higher institutions, no matter in normal states or in emergencies, where hot debates focus on which departments should be the opinion guiders, how to guide the public opinions in an efficient way, especially in emergency who should be the spokesman and how to state the events. By means of literature review and interview, this paper aims to construct an orderly, forceful and effective guidance system in the public opinions for the maintenance of the stability in higher institutions from the perspective of communication science and management, with a clarification of its settings and functional divisions.This paper points out the general thoughts and principles in the public opinion guidance in the institutions in both normal state and emergency, as well as making an analysis of its subject and object. Guiding system in normal state is the main part of the paper, with a thought of having the Party Publicity Department as a leading role and other departments such as the Students Affair Department and the Youth Committee as supporting powers and of giving a full play of relevant departments and committees. And guiding system in emergency is the key part of the paper, with a thought of the establishment of the whole organization and the settings of the operational mechanism. In this case, it tries to make sure that higher intuitions can be prevented from risks from the outside societies and to push forward the development of a harmonious campus with the establishing and perfecting of systems in information monitor, information searching, information selection, emergency prediction, publicity, correction and treatment.
