Study On Countermeasures And Reform Of Logistics Management In Chongqing University Of Posts And Telecommunications

As the important support to teaching,scientific research and life of teachers and students,the service ability and quality of university logistics have become on important factor that influence it to enlarge the scale and improve the quality of teaching. Since 1990's ,in order to let more and more high school students roceive higher education,the universities of our country empanded enrollment steadily and changed "elite " to "mass" higher education. But,on the one hand,the old completed logistic service system of colleges required huge hudget; on the other hand ,the state educational appropriations were always in sufficient. So ,the logistics in universities could only provide a low level welfare services in equalitarianism. After the college enrollment expansion , the conflict between the increased students and limited facilities became acute. It was hard to deal with the conflict of upgrading the obsolete infrastructure and lacking of money consequently,the logistic services once became the "botteneck",The questions about how to eliminate this "bottleneck"restricting the higher education development and how to reform the logistics in universities were put on the agenda. Since 1999,under the guiding principle of "overall planned by the government, organized and executed by the educational and administrative department, joined by colledges, participated by the society, and guided by the market. As an important revolutionary part of university system, reformation of socializtion of logistics in colleges and universities were carried out remarkable accomplishments have been achieved over the past nine years , but with the further development, University logistics management systems and patterns have gradually blocked its process of socialization, so the thesis will analyses and study the performance evaluation in logistics management system and process socialization of logistics in university orderly and smoothy.The background of socialization reform of college logistics is provided, the reform history is summarized ,analyzing the achievements and the existing problems, and pointing out the new situation and new tasks,this article is trying to examine the difficulties.and factors which influence,the reformation of socializtion of logistics in next steps, by studying the basic principles and operations of lofistic services in universities of other countries. It is trying to conclude the experiences we can learn, and trying to put forward some ideas and suitable models to further deepen our eformantion. Finally, By a case of Chongqing University of Posts and Telecommunications logistics are analysed and some suggestions .
