Study On Juvenile Sexual Education Management Issues In China

Presently, with continuous change in social, economic and cultural environment, especially facing to uninterrupted attack of western"Sexual Liberation"trend, the Chinese juvenile suffers a lot of impact on healthy development of their body and mind, and the mode of traditional sexual values and sexual education are both challenged severely. The juvenile's sexual education management system appropriate with national situations of China is badly insufficient and lags behind, leading to sexual ignorance, sexual perplexity and sexual error that are normally found among the juvenile. The unmarried sexual action, teenage pregnancy, VD, AIDS and sexual offence tend to become increasingly considerable. For this reason, it has become a pressing issue to solve to seek for management countermeasures for sexual education appropriate with the national situations of China so as to ensure effective implementation of sexual education.Part I of this thesis gives definitions of related concepts. Sexual education means the comprehensive education mainly based on personal education, including knowledge of sexual physiology, development of sexual physiology, physiological ethics and sexual legality concept.It is generally believed that the content of sexual educational management includes the governmental management on school, family and society by administrative means or non-administrative means including policy and legal regulations, where, the sexual educational management of school includes a series of management activities of policy, goal, principle, content, method, teacher, and curriculum evaluation, etc.Part II of this thesis expounds the significance to strengthen sexual education to the juvenile. To strengthen sexual education management to juvenile is the demand for healthy development of juvenile's body and mind, and also the demand for harmonious social development.Part III of this thesis analyzes the existing issues and cause of formation for sexual education management to juvenile in China, and it believes that the deterioration of public sexual moral environment and media's"Sexual Generalization"brings adverse influence to the juvenile; the development character of juvenile's body and mind is the natural foundation for generation of sexual education management issues; the concept of sexual education management lagged behind is the first reason leading to insufficient sexual education; the insufficient sexual education of school is the main reason to cause the sexual education management issues to the juvenile; and the insufficient sexual education of family is a reason to cause the sexual education management issues to the juvenile.Part IV of this thesis forwards related countermeasures against sexual education management issues to the juvenile: I. It is to define the due responsibility of the government in the sexual education management. The government should play a leading role in direction of public opinion and construction of the sexual cultural environment construction; the government should make intermediate, long-term and short-term plan about the sexual education management; the government should play a role in optimization of resources; the government should standardize the sexual education management and set up the corresponding supervision and instruction mechanism; and the government should provide support in the aspects of policy and legal regulations. II. It is to establish the concept of sexual education management appropriate with Chinese national situations under the new situations: our guiding concept of sexual education must consider not only consider the social, historic and present situations of China, but also pay attention to Chinese juvenile's physiological character and be human-oriented; it should not only respect personal right and interest, and not destroy instinct, but also consider the public rights and interest, and not abandon the social ability; it should change the utility education concept into the quality education philosophical values; it is to consider the purpose of sexual education in the aspect of quality training to Chinese juvenile, and design our sexual education guideline, policy tactics and measures; it is to examine and regulate our current related laws and regulations, and eliminate the unpractical content or the content even containing the feudal residual concept of the related articles; it is to insist on the traditional moral education, strength the sexual ethics education, foster the correct sexual values to the juvenile, and let them to lean respect, responsibility and self control. III. It is to strengthen sexual education management of school, and effectively implement the sexual education of school: 1. The sexual education should be incorporated into the entire education system of the school. 2. The responsible education departments and school authorities should guide the teachers to thoroughly understand the importance of sexual education. 3. The responsible education departments and school authorities should lay stress on curriculum construction for sexual education management of school: It is to make the sexual education program; it is to reinforce the scientific, practical and interesting content of teaching materials and sexual education reading materials; it is to set up perfect sexual education curriculum content system (the sexual physiologic knowledge teaching should be provided properly at appropriate time; it is to combine the sexual education with the perfect personal fostering; it is to take the sexual moral education as the central point of sexual education; and it is to combine the sexual education with the love education.); it is to probe and popularize flexible and diversified sexual education method; simultaneously, the sexual education management should stick to the following principles: the principle of the appropriate time, appropriate degree and appropriateness; principle of unified views on knowledge and doing; principle of enlightening, inducement, respect and exchange; principle of emotion; and principle of combined group popularization and individual consultation and guidance. 4. It is to strengthen the sexual education faculty construction. 5. The responsible education departments should set up and perfect the supervision and evaluation mechanism to the sexual education of school. 6. It is to integrate the school sexual education management supporting system. 7. It is to implement the sexual education management according to laws. IV. It is to fully exert the sexual education functions of the family: 1. The parents'concept on sexual education should be updated. 2. It is to create excellent family atmosphere. 3. It is to develop the education on excellent family ethics, and the parents should set a good example. 4. It is to reinforce the cooperation between the family and the school.V. It is to fully exert the public sexual education management functions. Under effective propelling made by the government, the related public departments should do the works in the following aspects: 1. It is to strengthen effective supervision and management over the public cultural market, and to purify the public and social environment. It is to continue the action of"eliminate pornography and illegal publications", and to strengthen the management of pornographic information through network. 2. It is to quickly establish the classified management regulations for the video works with special Chinese characters. 3. It is to encourage communities and all social public groups to develop diversified sexual education activities. 4. The public media should bear the social responsibility to propel the healthy growth of the juvenile.In general, the sexual education management to the juvenile in our country is a huge social system engineering. It needs to break through the binding of traditional culture; it needs to get out of the misunderstood zone of the traditional education system; and it needs the cooperation between government, social communication media, school, community and families on all levels. So, it is a long way to go for us to probe and set up the sexual education management system for the juvenile.
