With the rapid development of computer technology, communication technology and computer network technology, information technology has been applied to more and more fields. Thus, its application field has been becoming wider and wider in the military teaching. Information technology used in education field has been changing the transmission pattern, which transformed the spreading forms of education information, and brought great changes in the education ideology, the education mode, the education methods and so on. Network used in the military teaching field has not only supplied officers and soldiers more convenient opportunities to study, and better teaching environment and richer teaching sources, but also has made the study activities more individual so that a web-based education becomes possible. It has broken the limitations of the traditional education mode and has fastened the changing pace of the teaching contents and the education method. The traditional teaching mode, methods and study habits in the troops could not adapt to the modern quality education, and it is not good for training talents who has innovation consciousness and ability, so reformation on the traditional teaching system has become an objective need. In the 1990s, the constructivism doctrine learning theory rose up. It emphasized on the subjective role of the learners. The learners were the subjects in the information process and the active constructors of knowledge. Meantime, the leading role of teachers should not be neglected. According to the theory, teachers were the organizer, helper, instructor and promoter of the teaching process. The knowledge given in the textbooks is not the contents taught by the teachers any longer, but it is the object which the learners actively constructed. Media were no longer the method to help teachers teach , but it is the learning tools which learners could use to study actively and probe cooperatively. The appearance of the computer network has provided technology and environment support for constructing study theory. Therefore, using the web classrooms and military network in military universities and training organization, to develop good network curriculums, to research on its teaching reforms and studies, to improve the teaching quality and cultivate the learners'innovation spirits and practical abilities, all these have their own special theoretic significance and practical values.First, this paper has studies the influence on modern teaching and military teaching from the information technology under the new situations, and discussed some problems such as teaching is not following the rules, the deficiency of the outer marketing environment and the basic network environment. Secondly, considering the lack of excellent network based teaching software at present, a new model of self-learning teaching system which is based on the network is suggested. This system has used the multimedia technology, the interplay of network and it has made the separation of time and place possible. The main teaching body is the self-learning mode for long-distance teaching system. The system has made up of three parts, the teachers' sub-system, the students' sub-system and the administrators' sub-system. It has adopted three- level B/S structure, so it has very wide springiness and is easy to maintain. It focuses on the active role of the learners. The usual strategies such as mode leading, helping leading are not adopted. The system had used the intelligent leading so that it can lead the learners to their studies according to their own individual characters. Thus, the individual teaching can be practiced. The paper mainly narrated the practice of the intelligent leading function and answering-the-questions function.This paper is based on the constructivism doctrine learning theory and has made the self-learning mode advocated by the theory as its systematic learning mode. It inspires the activeness of tile learners and realizes the communication between teachers and students as well as the communication among students.Since time and conditions are limited, there is still a lot of work to do on the system. It needs a better self-adjusting control. It relied on the test results to evaluate the degree of learners' studying, so there are inevitably many uncertain elements that will influence the accuracy of the evaluation. Moreover, the syntactic matching technology should be better used in the answering-the-questions system, so that the system can automatically find its answer in the data base after the questions being put in.In general, there is a lack of standards on the development of the network based teaching system. There has not been any integrated system on the technology aspect. So, it's impossible to build regional or national network based education system with higher quality. It cannot meet the demands of network-based education's development in our country. Therefore, there is an urgent need for the standardization of network-based education so as to solve the problems of incompatibility and cannot realizing interoperability among the network .
