With the rising of new science and technology revolution, deep transformation and great changes have taken place in our social economy. The adjustment of industrial structure spawns great changes in employment structure. The social requirement for the elementary and mid-level technical personnel and skilled workers becomes greater and greater. In March 2008, The Government Work Report delivered by the prime minister, Wen Jiabao proposed developing the vocational education with great efforts. We should persevere that vocational education treats the service as the philosophy, the employment as the orientation, the improvement of quality as the emphasis. Therefore, Ministry of Education starts up the scheme of building up the national demonstrating secondary vocational schools and commences laying down the criteria and organizes the assessment work.This research based on local (Shandong province) practice is spread out, striving to deeper the analysis of theory and giving priority to concrete evidence investigation. On the theoretical and practical basis of summarizing the construction of assessment system of our country's secondary vocational education, the practical issue of the secondary vocational educational assessment system construction under the new situation is explored systematically according to standard system, management system , operation mechanism, information system in order to reveal technical limitation of current educational assessment and analyze the in-depth causes of the educational assessment system. Eventually, we choose the assessment standard, evaluation pattern and assessment tool to elaborate on some understanding and suggestions on assessment in conformity with legal provisions, independent assessment and dynamic assessment respectively.The creation is that we have proposed the general design on standard educational assessment system, built general plan of education assessment system—the government macroscopic management, the school self-assessment establishment, agent assessment service and social demand control.The value of research theory is the thought of education assessment legal principle, the discussion of the practical model of Chinese-characteristic education assessment system, the basic establish of the frame that fits the national conditions, and the development of education assessment theory recognition to some extend. In the aspect of practice, we attach importance to the combination with our reality, lead market operation to break the government monopolization and develop assessment independently, which contributes to the educational administrative departments in shifting their ideas and realizing reform, and it is of great value and significance in reference and practice guidance.
