Teacher is the most important factor to realize education’s development. As the leader of thewhole process of teaching, teacher plays an important role. Related document literature show usthat the teachers of Shandong secondary vocational education still have many problems instructure, quantity and quality. Based on the result of survey, we propose some valuablesuggestions or information for relevant department to establish a teaching staff with Reasonablestructure, high quality and sufficient number.The author analyzed and summarized successful experience in development of vocationaleducation in developed countries such as Germany, Australia, and Canada. At the same time,collected, sorted and analyzed other provinces’ problems and experience, which based on todesign questionnaire and outline of interview. The questionnaire and outline of interview helpknow the current situation of Shandong secondary vocational education.The paper is divided into four parts as follows:The first part is an introduction. Firstly summarized the situation of the whole country andShandong province in secondary vocational education. Then pointed the good section andanalyzed the question of teaching staff. The urgency in establishment of teaching staff isproposed with relevant data and policies. Sorting the foreign research results to prepare for thefollowing text.The second part is theoretical research. Firstly summarized the requirement of trainingobjective, training objects, educational content and development tendency of secondaryvocational education in the policy. Based on training objective, training objects, educationalcontent and development tendency of secondary vocational education, the author analyzed theidealistic condition about teachers staff of secondary vocational education in theory.The third part is situation analysis. Based on the interview result and statistical results,analyzed the current situation of Shandong secondary vocational education.Meanwhile combined the idealistic condition about teachers staff of secondary vocationaleducation in theory to summarize and locate the problems.The last part is suggestions. Based on the problem of teachers staff of secondary vocational education, combined the the idealistic condition about teachers staff of secondary vocationaleducation in theory, offered the suggestions. The suggestions included structure, professionalquality and ability, and dynamic development of teachers groups.
