Along with the rapid development of economy and society in our country, the planning system has been replaced gradually by the market system. Meanwhile, the higher education project has also come into a quick developing period, which results in the reforming of the charging system in the college. Students must afford the tuition fee by their own families rather than by public finance years ago.The highly raised education fee has made a serious influence on the lower income people, especially for the rural families, which contain 80 percent of the whole population in China. Affording college tuition fee of one child may drive the whole family into poverty trap.After making some analysis on this problem, we come to a conclusion that: the responsibility of the government's lacking has been a main reason, they are as follows: not develop the rural economy well, the farmer's earning has been in a low level for a long time; not invest enough money to the higher education project; unreasonable tuition sharing system; apparent limitation in students supporting system; and the imperfect environment in the job market.Therefore, the research on the governments' responsibility to this problem is very beneficial. The result will have an important affection on rural families, which can alleviate their suffering. It can also accelerate the developing step of our country's higher education project and nurturing the highly qualified human resources.This paper is divided into five chapters. The first chapter is introduction. It introduces the source of the theme selection, the study actuality in domestic and abroad, the research contents and methods and the possible innovation and deficiency.The second chapter illustrates that government should take responsibility of higher education, and figure out the problem in time. It proves this from four theoretical aspects: the Public economy; the Benefit economy; the Information economy; and human resource management.The third chapter analyzes the phenomenon and the harmful social effect of the problem. It may bring sad feelings and psychology problems to the poor students; arouse the commendation of no use receiving higher education, and this problem may affect the normal floating between different social classes.The forth chapter points out the lacking of governments' responsibility has been a main reason for this problem, and list the causes from six aspects.The fifth chapter gives conclusions and policy recommendations according to New Public Management theory.
