Research On The Responsibilities Of County-level Governments In The Balanced Development Of Compulsory Education In Urban And Rural Areas

In recent years,with the rapid development of social economy and the continuous improvement of people’s living standards,education has attracted more and more attention of the public and has become one of the hot topics in today’s society,especially the compulsory education that is closely related to thousands of households.stage,and it is the object of general concern of the public.It has become the general trend and new goal of education reform to provide the masses with higher-quality educational resources and services,and to continuously meet the new demands of the masses for education at the current stage.The government,as the main body responsible for realizing this goal,plays an important role.Due to historical reasons and the influence of education-related systems,District L,like other urban areas in my country,has a big gap with other areas in terms of financial support and teachers in the process of balanced development.There are also various problems in the development process,and the above phenomenon has also become a "common problem" in the process of promoting the balanced development of urban and rural compulsory education by local governments.The current imbalance in the development of compulsory education between urban and rural areas has aroused great attention from government departments at all levels in my country.Therefore,it has positive practical significance to pay attention to and study the implementation of government responsibility in the process of balanced development of urban and rural compulsory education in this paper.In the research process,this paper comprehensively discusses the implementation of government responsibility in the balanced development of compulsory education in L District by comprehensively using literature research method and case analysis method.In recent years,District L has made a lot of efforts to promote the balance of compulsory education,both in terms of financial investment and teachers,compared with before,there has been a significant improvement.However,in the process of balanced development of compulsory education,there are still unreasonable allocation of resources and unbalanced financial investment in this district.By analyzing the reasons for this problem,it can be seen that the government is responsible for the balanced development of compulsory education.The lack of clarity,the rapid urbanization development,and the influence of government departments by the traditional view of political achievements have led to the uneven development of education in the region during the development process.Finally,the paper draws on the development experience of Taishan District and Nanzhang County of Xiangyang City,based on the actual development of education in the district,and puts forward the thinking and suggestions for further strengthening the government’s responsibility in the balanced development of compulsory education in this district.To ensure the balanced and stable development of compulsory education,the responsibilities are defined,the balanced investment of education funds is emphasized,the corresponding educational resources are actively allocated,and all-round supervision and evaluation are implemented.
