The charging system of the college has reformed in1989. Since then, students must pay tuition by their own rather than by the government. On the other hand, a lot of university graduates in disadvantaged group families are caught in the problems of difficulty in employment.So affording a child to college may plunge the whole family into poverty.The main reason of this problem is the responsibility of the government’s lacking.This paper is based on three theories, which are human capital theory, the cost divided theory of higher education and responsible government theory. This paper uses three methods, including literature search, Comparison Analysis and empirical analysis. Through those theories and methods, the paper tries to help governmnet to explore new measures to solve this problem.There are two main innovation of this article. First, the paper uses dialectical view to analysis the problem of higher education revenue, and points out the existence of being trapped in poverty by reciving higher education, and estimates the scale of the problem. Second, through corss-country comparison and empirical research of the tuition, the paper has proved that the families, especially the poor families beared too much costs of higher education., and also has pointed out that the main reason for the problem is the lack of government responsibility. Because of the author’s research capabilities limited, the paper’s length limited and the writing time limited, the paper uses the literature, lacks of first-hand information. And the paper lacks of knowledge in depth and breadth, so the author should conatinue to improve the research in the future.The first chapter is introduction. It introduces the research backguound and significance, the research status in domestic and abroad, the research contents and methods and the innovation and inadequacies.The second chapter is the basis of the theory. It introduces the connotation of being trapped in poverty by reciving higher education and vulnerable groups. And illustrates the government should bear the primary responsibility of higher education. It proves this from three theoretical aspects:the human resource theory, higher education cost-sharing theory and responsible government theory.The third chapter analyzes the phenomenon of the problem, estimates the scale of the families which has the problem of being trapped in poverty by reciving higher education, introduces the the harmful social effect and reasons of the problem. It may affect the normal social mobility, follow the example of no use receiving higher education, and affect social harmony and stability.The forth chapter analysis the lacking of responsibility of government has been a main reason for this problem, and points out four aspects of reasons:higher education cost-sharing mechanism has imbalanced, government is lack of finance support to the Higher Education, poor college students subsidy policies are unsound and college graduates employment policies are imperfect.The fifth chaptet gives policy recommendations to solve the problem. It includes five points:the government should increase public expenditure on higher education, improve the cost-sharing mechanism; improve the efficient of educational resources, and reduce the cost of higher education; redesign of college tuition charged system; sound college funding system of poor students; improve the emplyment system of college graduates.In short, the problem has the characteristic of long-term, complex and arduous, which determines the problem has the universal and social nature. To solve the problem, pepole must rely on reasonable policy of government and all social forces. As the improvement of theroy and government’s policy, we must believe that the problem can be solved and the higher education project will develop further.
