The achievement evaluation of humanities and social sciences (HSS) plays the role of assessment, guidance and incentive in the development of HSS study. Right evaluating the achievements of HSS and giving researchers reasonable rewards and promotion can incentive and push the study forwardly.Now, many problems of the achievement evaluation of HSS restrict the development of HSS. So it is urgent affairs to reform the achievement evaluation system of HSS and to reduce and eliminate the disadvantages caused by current system step by step. To establish a fair and effective achievement evaluation system will be beneficial to reflect the quality of HSS' achievement truly and accurately, to push humanities' developing rapidly.Adequately considering the achievement evaluation's complexity of HSS, this paper is focused on local universities whose achievement evaluation of HSS is relatively weak but becomes more and more important in research innovation and serving the local. Ningbo University's achievement evaluation of HSS is selected as a representative case to be the research object The basic purpose of the achievement evaluation's complexity of HSS is to improve teachers' scientific research and the levels of achievements, which is the paper's starting point. Firstly, by means of literature analysis, the paper hackles research status about universities' achievement evaluation of HSS at home and abroad. By comparison and analysis, the worth learning guidance theory is screened out, which meets the developing situation of local universities. Secondly, by means of case-study approach, taking Ningbo University for example, from individual to general, from special to common, detailed analysis its policies of achievement evaluation of HSS during recent years. By informal discussion survey, researching the university's policies' effects on different levels researchers and on the achievements' quality. Then, using data analysis and comparison, comparative analysis from different point of view the quantity and quality of the school's HSS achievement . Finally, on the basis of investigation and analysis, easily summed up the problems of the school's policies of achievement evaluation of HSS: the objective of achievement evaluation seeks quick, concerns about short-term and immediate interests; the evaluation criterion's setting does not match the characteristics of HSS, ignoring the differences between subjects and between teachers ' personal; evaluation method is simple to quantify and the using of evaluate results is too rigid, etc.To the existed problem, referencing the performance of domestic and international study on achievement evaluation of HSS, basing on the full consideration of local universities' social and history environment and development orientation, relationships between the goals of person and local universities research, between teaching and researching, and between university research work and national goal and social demand, starting from the ultimate goal of the achievement evaluation of HSS, the paper gives suggestions on innovating local universities achievement evaluation: accurately locating the targeted objectives, enriching the evaluation standard and index, expanding the evaluation subject, improving evaluation methods, flexibly using evaluation results and establishing evaluation security system, etc.
