To set up a scientific class teacher evaluation mechanisms is the guarentee of realizing the school management scientifically and carrying on the education for all-round development thoroughly. Nowadays in our country, some scholars and school management staff do have done some research on it, but most of them are on the responsibilities and tasks and requirements of head teachers, and few are on the development of the head teachers. From the research present, few scholars compare the theoretical study on head teachers' evaluation system, and even fewer lack in the system of positivism investigation.Based on truthful data from the enquiry and characteristic cases from the evuluation of the head teachers in a certain distric, concerning the the evaluation of the subject, the content, the form, the procession and the use of the results, this thesis tries to make known of the problem existing in the evaluation of the head teachers. As is known, the working state of head teachers is not so good. They are not satisfied with the evaluation. Most of them believe that the aim of evaluation is to tell pros and cons and have different viev/s on the evaluation of the programme, the number of targets, indicators of design reasonable, workable, reasonable weight distribution and evaluation methods. They hope evaluation should be taken part in by leaders, together with students, colleagues, head teachers themselves, as well as parents of srudents.Head teachers from most schools think, in the main the procession of the evaluation is satisfactory. Most of them hope the school can offer the advice on the improvement after evaluation. From the results, we can conclude that the cause of it is from different aspects, such as from the educational administrative departments and school managements, as well as from the headteachers themselves and from the ordinary teachers.In order to improve it, this thesis gives the corresponding strategies or proposals to the educational administrative departments, school management,the headteachers and the ordinary teachers according to the cause of the not very ideal attitudes towards the work of head teachers' evaluation.
