Along with the continuous progress of human civilization and the rapid development of productive forces, information has gradually occupied the more important position than the material and energy. Information becomes a production target, which is one of the most fundamental changes of the information society. The development of modern information technology, has been profoundly changing all aspects of society, economy and life of the world, and it promotes comprehensive thinking how to acquire knowledge in the future. College students are the future of humanity, they must understand the past, grasp the present and create the future. To comply with the times, the insight puts forward the concept of information literacy and related concepts, which gets recognition and attention of experts, the education sector, government and society-wide. But how to accurate definition of information literacy, how to effectively train students and improve the quality of the information, there is no clear conclusion.The paper, based on the information age, takes information literacy and normal students as the joint research objects. Literature research method, questionnaire research method, and case-study approach are adopted in this paper.This paper comprises four chapters: Chapter 1 is introduction of the rapid development trend of Informationization and educational informatization at home and abroad, which intends to cater to the rapid development of current society and the demand trend to talents, aware of the urgency of information literacy training, guide as the educational reform and personnel training; Chapter 2 is on the definition of information literacy. Based on the in-depth study of information and information systems, the author puts forward the definition of information literacy, discusses its related concepts, which has clear breakthroughs and innovation; Chapter 3 discusses evaluation of normal students' information literacy, formulates a set of evaluation programmes of normal students' information literacy and launches a case investigation to certain normal College; Chapter 4 probes into the idea of education reform and the training strategy of normal students' Information Literacy, applies in teaching and gets reflection.After systematic research, the paper has achieved the following results: First, proposed new definition of information literacy, that is the capabilities of individual using information systems to create and apply of information legally, including three elements such as information technology ability, information processing ability and information application capacity.Second, advanced the evaluation programmes of normal students' information literacy, and applied in certain normal college, highlighting the possession and use of tools and considering the information activities having computer or not participated in, which was more practical value.Third, initiated to establish quality education system and curriculum system as the core of training and inproving students' information literacy, set up the tracking evaluation mechanisms of student information literacy, put forward practical strategies for normal students' information literacy training, draw useful reflection from practical teaching.
