| In March 2004, the document Decision to Vigorously Promote Bilingual Education was jointly issued by the Party Committee of XJ Uygur Autonomous Region and the People's Government of the Region, putting forward some concrete requirements for the bilingual education. In the document, the policy of co-schooling Han nationality and ethnic minorities was highlighted and emphasized. In this background, governments at all levels in the Region made relevant regulations and policies to implement the document. The co-schooling work entered a new phase of development.As a field study, the paper reviews the implementation process of co-schooling as an educational policy at the First Primary School of Tacheng City, the attitudes of different communities, the problems thus caused and the experience of different individuals. The paper is composed of five parts. Part One is the general introduction, which formulates the reasons of choosing this topic, theories and methods involved, and a brief introduction to the field survey. Part Two, based on findings of the field survey, recalls the history of implementing the policy and, in view of history and the present situation, demonstrates the reasonability and necessity of carrying out the policy. In Part Three, emphasis is put on the attitudes of different communities towards changed school location, the practice of co-schooling and ethnic relations in the new schools. A probe is made into the causes of such attitudes and a conclusion is reached that people's attitudes not only has an immediate impact on the actual effect and function of the practice, but determines the degree to which people get themselves involved. Part Four reviews the particulars of individual involvement, including interactions between different ethnic groups and the problems that result. Special attention is paid to the ethnic minority students who study in the system of the Han nationality students and the author's personal ideas are rendered. Part Five is the conclusion.To summarize, the paper is not meant to review the theoretical grounds on which the policy was made, nor is it meant to review the process of the policy making. Instead, the purpose is to, from the angle of implementing the policy, aimed at the implementation process and combining the factors of both the past and the present, launch a pragmatic research into the issue. Based on evidence collected by staying in a particular test spot for quite a long period of time, the paper is to acquire knowledge of the policy implementation, interactive involvement and attitude evaluation of different ethnic groups, and based on this, to put forward some positive advice. |
