| Fertility is an eternal topic. Since the implementation of the family planning policy in 1970s , fertility rates both in China and Zhejiang province started to decline. However, since 2000, fertility level in Zhejiang Province has been rebounding slowly, and subtle changes on fertility patterns has also been taking place.This paper studies the new phenomenon of fertility change of Zhejiang. There are four main parts. The first part reviews the existing studies on fertility rates both in China and abroad. The second part describes the new phenomenon of fertility level and patterns of Zhejiang. The third part does a theoretical analysis and an empirical research on the reasons of the new trend of fertility in Zhejiang Province. The results show that these changes are related to the diminishing of marginal utility of family planning policy, the relax of the family planning policy, the population scale of the first generation of only-child who go into the marriage and children rearing, and changes of people's reproductive wishes and fertility cultural. The last part discusses the future trend of Zhejiang's fertility, the age structure of population, the sex structure of the population and so on.This study shows that, the rebound fertility trend in Zhejiang will not change. And this trend is not a threat to the current family planning policy. Conversely, ultra-low birth rate will lead to serious population problems, appropriate fertility rebound can ease current problems on population structure. However, only the fine-tuning of fertility policy can fundamentally solve problems of population.
