Research About Local Universities Raising Running-school Funds

The problem of funds for higher education is an important research content in higher education economics field, and also a difficult problem in practice that we have to face during the process of higher education self development and running universities. As the fast development of higher education ,the funds becomes choke point of higher education development ,the amount of the funds is the key fact which restricts the development of universities, and also a important factor affecting whether local universities realize their strategic or not. At present , there are a lot of researching in the field of funds for higher education , the researchers take the resource and the channels of raising funds as the breakthrough point, so to discuss and find a good way to solve the short of funds problem. However , there are few studies about the local universities especially about Hu Nan Province ,so it has quiet important theoretical significance and practical values to study the raising fund problems.This Thesis is according to the theories of Public Product and educational attribute and higher education is the Cost Compasate, we know that higher education is the 'quasi-public product'which is between the 'Public Product 'and 'Private Product',and higher education must depend on both the society and private property ,but soceity is the main benefitor,so public property should play the major role in it.This thesis includes the development of Hu Nan higher education and the resource and construction of Hu Nan universities funds,and conclude the problems. There are two main reasons one is the funds system in our country is not perfect,the other is the funds-raising ability of universities is rather low, so in the further we should make the fund system perfectly and improve universities ability , the local universities should adopt multiplex principles to raise their funds.
