1.BackgroundCollege graduates'employment is always a difficulty to our government and society in recent years. The global financial crises of 2008 lower the speed of economic development and employment needs which also worsen the college graduates'employment status. According to statistics, the number of employed college graduates reached seven hundred thousands but the employment rate is less than 35%. Throughout history this is the worst year of college graduates'employment.College graduates are of good quality and are the backbone of the country future development. If this problem is dealt with rather ineffectively, it not only will influence the graduates'mental state but also the affluence of a family. Therefore how to solve the college graduates'employment is the common challenge of our government and society.Main Cause AnalysisCollege graduates'employment is the major tasks and problems that our society onfronting. Rome is not build in one day. It is facilitated by various factors. Apart from self-factors, it includes educational system, economic structure, the Enrollment Expansion of Colleges, government employment policy, family education, financial crises etc.Including a good many factors, it suggests that the institutional rigor mortis of higher education system causes our graduates can not match the enterprise need. College graduates lack of professional ability and employment shortage is the major task of graduates'employment. At present only 25% of the newly adding labor force comes from the graduates. Now it is relative surplus of the college graduates but the need is not saturated. Statistics show our number of college graduates is the same as American has. We have twenty million and seven hundred thousands graduates while comparing we have 5 times population of the America that seems not a big amount. Professional ability is the key to employment. Graduates'professional ability is mainly improved by colleges and universities. But they do not know much about the social-economic development status, talent training scale, structure and quality need and there are heavy disparities in the many factors between the social development need and enterprise need. Furthermore most of our colleges and universities are public. It is hard to speed up the reformation and get effect instantly.Also teachers in school do not know much about the practical operation of the enterprise they usually go to one school to another. Additional enterprise does not want to spend time and money on improving graduates'professional ability that forms the structural contradiction between the school education and enterprise employment2.vocational training by the third partyStarting with the structural contradiction of supply between the training qualified students and useful employees this article puts forward the training model and process design of college graduates'professional ability by the third party and hopes that the resource and power of the third party can make up the divide between the higher education and enterprise need, improve graduates'professional ability and enhance graduates'employment level.Training by the third party refers to the enterprise focusing on their professional work mate and training their new graduated employee by professional training and consulting organization with contract and examine the training effects. The professional training and consulting organization has many advantages they know much about the enterprise need and can design the course with the enterprise, provide on-job training and job guidance. Input the qualified talents to the enterprise.Based on the above purpose this article states the training model and process design.Design the training flow through the analysis and comparison of the outsourced training, on-job training and strategic alliance training and in line with the PDCA mode. Form the training flow through training needs'survey, courses design, implementation of the training and training assessment.How to choose the outsourced training supplier, the key influencing factors to the training effect, how to control these key factors and the management of the outsourced training supplier all these are the main issues enterprise concern.The third training organization , enterprise and universities strategy based on the strategic alliance.He knows much about the enterprise need , carful survey the enterprise need to dig out the ten key factor of graduates'competence mode with the help of the ability model of competence theory and design the appropriate course accordingly. Finally examine the training effect by the enterprise. The qualified can be mount on guard directly. Hope this mode and flow can improve graduates'professional ability, enhance the employment, release present employment pressure and promote accord development of societyOf course it is far from enough to solve the graduates'employment issue only relying on the third training party. It should rely on the social economic development, system reform, renewing of the ideas. It involves government, society including graduates themselves. It needs the joint efforts of the government administration section, universities, society and graduates themselves.
