Research On The Application And Evaluation Of The Performance Of Large-scale Equipment In Higher Institutions

Large-scale instruments and equipment in higher institutions serve as a platform for experimental teaching, scientific research, experimental production, technical development, and scientific and technological innovation. It is the basis for discipline construction and talent training. The amount of equipment possessed by a higher institution is one of the important indications to measure its teaching and research level.In general cases, large-scale instruments and equipment in higher institutions have the following characteristics: high cost, hundreds of thousands or even millions of yuan a set; complex structure with high intelligence and automation level; multi-functional and developable; high detection accuracy; operating continuously, real-time testing; demanding for environment and compatible equipment. With the development of science and technology, structure and performance of large-scale instruments and equipment are also changing. The structure becomes more complex, functions increasing, efficiency and precision improving, time shortening for remodeling and replacement.In response to the characteristics and trend of development, the large-scale instruments and equipment purchased by higher institutions grow more professional and technical with high precision. It requires equipment managers to have higher technical and management level. However, management of large-scale instruments and equipment in various sectors cannot coordinate; as a result, there arise some problems: Procurement management is taken seriously while use management is taken lightly; technology management is taken seriously while economy management is taken lightly. As for the configuration and use of device, repetitive purchase appears to be serious, and so does the low efficiency of equipment utilization. Equipment managers are not skillful enough and their ability to develop equipment functions remains to be improved. Matching funds are inadequate, which has serious impact on the use of large-scale instruments and equipment.To improve performance management and evaluation of large-scale instruments and equipment has therefore become an indispensable task. Performance evaluation of large-scale instruments and equipment in China is still in its infancy stage and has not formed a performance evaluation system. Developing performance evaluation theory and improving evaluation method system have a practical significance in equipment management at higher institutions.Research in this paper includes introduction, basic theory of equipment performance evaluation, performance evaluation index system, research findings of performance evaluation of large-scale instruments and equipment in Beihua University. Firstly, I clarified the background, purpose, significance of the topic and the content of the research. Secondly, I discussed the basic theory of equipment performance evaluation from effective factors of performance evaluation, performance evaluation process, evaluation criteria and overall evaluation framework. Equipment performance evaluation index system, based on the above theory and construction principles of index system, was established. Thirdly, through the actual check of the performance evaluation of large-scale instruments and equipment in Beihua University, I further demonstrated the validity of the equipment performance evaluation index system. Finally, I reached the conclusion of the research, and put forward the issues for further research.
