Education is a key element for the sustained and healthy development of a regeon ,even a country. Of those which have great effect on a certain area, the basic education is much more important as the preparation phase of higher education because it can provide the educated with the basic knowledge and skills through which to accept and go into the society.Therefore, it goes without saying the importance for a country of the universal of bisic education. Viewing from our country,it is essential for the harmonious development between regions,and the government must strive to support backward areas.This is also the very reason why I have chosen the topic of basic education in Tibet ,especially the basic education in agricultural and pastoral areas in Tibet.Due to the backword of basic education in agricultural and pastoral areas, human resources development in these areas is relatively slowly,which has become the main factors to constraint the economic development in Tibet and the development of the harmonious society.If we take education as the first important producing power,the basic education in agricultural and pastoral areas will be the most active elecment of the first important producing power affecting the devolopment of Tibet sciety.Taking into consideration of the specificity of Tibet,the development of the basic education in agricultural and pastoral areas of Tibet is not only the need of economic development but also the urgent need of the stability of plitics.During the analysing of the basic education in agricultural and pastoral areas of Tibet,I begain this article with the conceptulization of basic education,and clarify the connotation and extension term.The next,I will card the process of development of basic education of Tibet,hoping to clearly understanding the situation of the basic education in agricultural and pastoral areas.From the analysing ,now the basic education in agricultural and pastoral areas is very slow,and development between fifferent areas is imbanlant,which has become the weak link affecting the development of Tibet ,even the entire country.In this article,I mainly employ the ideas of the pubilic economics to study.I will analysing the characters of the basic education in the providing and demanding of the agricultural and pastoral areas.After clarified the double lack both in supply and in demand ,I Pointed out that we must take steps to enhance the people living in these areas the demand to basic education as well as the supply of basic education provided by governments in order to effectively play the largest positive externalities of basic edcation.Specifically speaking,this article analysing on basis of large quatity of questionnaire and field interview. Firstly,I analysed the problems faced with the basic education inTibet from both demand and supply.Among these ,to the demander of the basic education ,that is the families of farmers and herdsmen,problems are as follows,Firstly, the concept of modern education in farmers and herdsmen families are lag behind other families.Secondly,the industrial construction and the way of producing have great impact on the demand of basic education.Thirdly,the effect of the pre-school education also can not be lost.Forthly,hard natural and geographical conditions also affect the demand for basic education.At the same time ,the problems of the governmentd as supplyers are that,the first element is the philosophy the governments have on basic education.The second reason is the invest on basic education is to much less and invest unevenly.Third element of the problrms is due to the lack of the systemic ensuarence.Besides,the problems of the direct supplyers of education-school are as follows.The rugulation of edcation is lag behind,and the content and methods od education is also lag behind those in other areas.At the same time ,teachers are laso the core of the problems.For the problems pointed out on above,I at last pointed out some suggestions both from the demanders and from the supplyers among the suggestions ,the construction of rugulation is much important.Suggestions useful to enhance the demanding of the basic education are:1, educating the farmers and herdsmen to change the concept .2,Promoting the adjustment of the industrial construction,changing the producing styles of the herdsmen to enhance the demand for education.also,we should improve the employment security policy for the educated. Then,the suggestions to improve the supplying of the basic education are:1, The education department must clear the right ideas of the development of basic education in agricultural and pastoral areas .2,enlarging the invest of money in basic education of Tibet and ensuring the education fair. 3,Bound for the system to enhance the development of educational administration.4, Speed up the training of outstanding teachers in basic education.5, to explore a variety of means to achieve the aim of basic education and to ensure the implementation of the institutionalized of basic education.
