In-service training of teachers is a world-wide issues. How to train primary and secondary school teachers in-service training in scientific,rational and comprehensive ways is the necessary means to improve the overall quality of teachers. Under the background of the new curriculum reform which is being promoted Comprehensively, there is a great significance of primary and secondary school teachers in-service training to promote the smooth progress of the new curriculum reform and the development of schools,teachers and students.In this paper, it carried out a survey and exploration with the ways of on-site observation,questionnaires and interviews to 8 primary and secondary schools in the urban of Lianyungang City . I have understand the implementation of the Teacher training schools . The results show that the in-service trainings of teachers has achieved some results in primary and secondary schools in the urban areas. However,There is a certain problems in the selection of training content and form,Incentive mechanism,management system,training support,training institutions,work and learning conflicts,training concept,the teacher of training,training resources,training feedback,training evaluation system construction. In view of the above findings,chapter 4 put forward 12 recommendations on how to make the training more effective.
