December25,2004, the Ministry of Education issued the "TheStandards of Instructional Technology Competence for Primary andSecondary School Teachers (Trial)", and developed a training curriculumand materials based on the requirements of the "Standard". It provides thebasis for the organization and promotion of the "training, examination andcertification system” of teachers’ instructional technology competence. Asof December,2012, according to the requirement of the "National TeacherEducation Technology Capacity Building Project" which is launched byMinistry of Education, Inner Mongolia Autonomous Region basicallycompleted the training and assessment of primary and secondary schoolteachers’ instructional technology competence.In order to understand the effect and the relevant factors of the initialtraining of primary and secondary teachers’ instructional technologycompetence in Inner Mongolia, the author takes the data (2010-2012) of theteachers’ instructional technology competence test in Baotou as the sample,and analyzes them in multi-angle and deep-level with the application ofmultivariate statistical methods, aiming at providing references for thesubsequent instructional technology competence training for primary andsecondary school teachers.The thesis is divided into five sections:The first section discusses the research background, puts forward theresearch questions in this study, the goal and significance of the research,and research methods, ideas and the domestic research status.The second section is the theoretical basis of the research. it brieflyintroduces the concept, principle and its applicable condition which relatedto multivariate statistics that used in data analysis, and other multivariatestatistical methods which include ANOVA, T-test, partial correlationanalysis and cluster analysis, etc. The third section describes the process of data analysis. It mainlyelaborates the process of using SPSS software, including ANOVA, T-test,partial correlation analysis and cluster analysis, and the results of dataanalysis. It is found that there is significant difference among the test scoresof the teachers who with different age, different teaching age, differentgender, different educational background and different teaching subject. Thedifference of the test scores between secondary school teachers andelementary school teachers is significant too. Among the five parts of thetest scores, the scores of participants’ basic knowledge are relatively higher,but of the teaching evaluation are relatively lower. It is found from the dataanalysis that the partial correlation coefficient between the scores ofteaching plan design, the resources preparation and the total scores of theexam is relatively larger, the analysis proves that the teaching plan designand resources preparation throw great impact on the total scores. The resultsof cluster analysis show that the sample data can be divided into threecategories: science, liberal arts and the arts.The fourth section is the conclusions and recommendations. Itsummarizes the conclusion of the data analysis. Based on the issues of somedifferences which appeared in the data analysis results, the author interviewssome participant teachers, aiming at tracing the reasons of the existence ofthose differences. Finally, combining the results of the data analysis with theinterview results, some recommendations are proposed to improve thetraining.The final section is the conclusion of the research and outlook for thefuture study. It not only expounds the characteristics of this research, butalso analyzed the problems of the research and outlooks for further research.
