Since the naissance of human society, education has always undertaken a glorious and heavy historical mission. It allows the continuation of human culture and makes the younger generation accept the socialization systematically. The development of education affects technological and economic development directly. In addition, it plays an active role in maintaining social stability and realizing social equality. In recent years, along with the rapid development of economy, China's educational undertaking has achieved a leap-forward development. The popularization rate of compulsory education is in the forefront among the nine large population countries. The net enrollment rate of high school increases year by year. The education structure adjustment is being carried out in a planned way. The higher education gradually goes into the track of healthy and stable development. The education level of Chinese has gradually been raised.However, China is in a period of social transition. Some unfair during the transition has led to the unfair in the field of education, thus leading to the unfair resources allocation of education. With the acceleration of China's social development, unreasonable flow, accumulation and allocation of education resources exist because of region, market and policy. The gaps between the regions, urban and rural areas, and inter-schools is becoming wider and wider. The non-balanced development of China's education brings tremendous negative impact on social equity and social progress. Therefore, the equity of elementary education has become the most urgent problem in the current education equity.Shanxi province is less developed in China. The development of education has lagged behind. Although there has always been the tradition of emphasizing education, the development of education is unsatisfactory. Along with the increasing living standards, the demand for education is rising. However, supply of education is limited. The contradiction between supply and demand of quality education resources is acute. The short supply of quality education resource becomes a very prominent problem. At present, the whole society is concerned about how the education department properly deals with the co-ordination between the rapid development of education and fair allocation of education resource.This paper takes Shanxi province as the subject of case study. Resource allocations of elementary education in eleven cities of Shanxi province have been studies based on basic data of 2005-2007 educational resources. Descriptive statistical analyses of the resource allocation of elementary education and unfair status have been made. Some of reasons have been summed up. This paper attempts to find out the way to solve or alleviate the unfair situation.The paper is divided into five parts. The first part clarifies the purpose, ideas and methods of research and expounds research trends at home and abroad. The second part summaries some core concepts like education equity, education resources and education resources allocation, and puts forward three kinds of meanings of standards of education equity. Taking the elementary education resources in Shanxi province as subject and using measuring index, the third part analyzes the status quo, problem and effect of resource distribution of elementary education in Shanxi province. The fourth part analyzes the reason mechanism of distribution difference from internal and external aspects. The fifth part discusses measures and suggestions on the unfair resources allocation from aspects of government responsibility, education investment structure, teaching staff building and regional economic development.
