Constructing a harmonious society is an important strategic decision of our Party and government as well as one of the chief goals of the 11th Five-Year-Program of our country. And fairness in education, or the balanced development of education, is one of the important aspects in the construction of a harmonious society. It is also of vital importance to the nation's economy and the people's livelihood. Consequently, to offer every student an equal right to receive education and develop themselves is becoming the core educational sense of value in China and even in the world. However, in many parts of our country, due to the uneven economic development in the urban and rural areas, the development of education is extremely unbalanced. Therefore, it is of great value to research into the main causes of the imbalance and pay due attention to the students' education in the countryside.This thesis conducted a tentative survey on the allocation of the English teaching resources between urban and rural senior high schools and the teaching effects in the existing seven senior high schools, including four urban schools and three rural ones. The qualitative and quantitative analyses are based on questionnaires, interviews, class observation and so on.By analyzing the allocation of the education resources between urban and rural senior high schools, the author discovers that there are great differences in school locations, facilities, quality of teachers and students and funds for education, which in turn contribute to the different effects in English teaching. The main reasons are as follows. Firstly, there is a gap in economic development between urban and rural areas. Secondly, the public education policies are in favor of urban areas. Thirdly, the existing investing and managing system for senior high schools are not so reasonable. To solve these problems, the government should stick to the right principles of education resource allocation. As for the urban and rural schools, I suggest they interact and share the existing resources. It is hoped that the data and findings shown in this thesis will be helpful to the authorities in educational departments when they make decisions concerning education.
