The teaching quality of school education is a very important issue of great importance for all levels. Educational supervision in long-term education administration gradually develops to be a kind of administrative supervision and administration mechanism, which supervises, examine, assess and guide the work of education. Education of intramural supervision is a new management model. Although some middle schools are researching on the educational supervision of teaching quality to some degree, they have not got a systematic theory and dealt with large amount of educational practice. This survey will try to sum up and analyze what the middle schools have done and probe the establishment of an internal secondary education teaching quality supervision system in theory, in order to build the framework and ideas. In this way, it is suggested that the supervision in the quality of moral education and teaching is the most important aspect of correct education supervision. Now the systematic, comprehensive, and scientific parts of these two supervisions are deficient in middle schools, which pay more attention to the external supervision, the lateral supervision among schools, and the supervision of teaching quality rather than internal one, the vertical supervision inside schools, and the supervision of moral education. The way to solve these problems is to establish an effective supervision system of intramural quality of moral education and teaching. Through this system of intramural quality of moral education, we can superintend and guide the four objects in the management of moral quality, such as students, parents, teachers, the education sector work. Through this management system of teaching quality, we can superintend and guide every section that impacts upon quality of teaching management comprehensively, scientifically and efficiently. In order to run the supervision system in a long term, we should establish an administrative supervision system of intramural quality of moral education and teaching quality, a group for special effective supervision of intramural quality of moral education and teaching quality, as well as an active personnel system of intramural quality of moral education and teaching quality on the basis of understanding the work of the supervision of intramural quality of moral education and teaching quality. In accordance with the path of the supervision of intramural quality of moral education and teaching quality, we should organize and superintend the supervision work designedly with measured strokes by special department or institution, so that the quality of school education can be improved steadily and continuously. Teachers can be sought for great perfection. Students can learn more virtues. They can pay attention to their behavior and study as well. Thus all the aspects of the school education can gather momentum.
