Teaching quality is an everlasting theme of education development. The prior studies concentrated much on the internal monitoring of institutions, but presented few explicit arguments either on the positioning of the country monitoring or the supervising subject and its duty of country government. In nature, a governmental managerial measure; In classification,an external monitoring like social monitoring from outside school institutions; and in stratification, a necessary part of the internal monitoring system of education formed of country monitoring, national monitoring and self-monitoring of school.This paper is base on administrative departments of Y country Zhejiang province and 21 primary and secondary schools. We collected lots of specific cases and comprehensively consulted relevant documents.The paper is divided into six chapters. Chapter I and Chapter II firstly it define the key concept, research methods and study purposes. Then it presents four theories:quality management theory, the government school relations theory, educational evaluation theory and management information systems theory. Chapter III and Chapter IV study about educational government, educational supervision, school internal monitoring and social monitoring.Chapter V, the paper accounts for the Y County teaching quality control problems and a detailed analysis of the causes. The main problem is to monitor of the subject's didn't understanding of quality control, inadequate quality control organization, and quality control of the operating system there is not run well.Chapter VI of the paper proposed four solutions areas. First, to promote division of labor, specifically the departments of management authority; Second, using the policy as a protection mechanism, so that formation a long-term monitoring; third, emphasizing the process, base on manage the information system as a model, set upa teaching quality information management system; fourth, give responsibility to each subjects, clearly the main sense's responsibility.
