Teaching quality is the lifeline of higher academies' survival and development. The reform and development of higher education especially the enlarging of enrollment speed it in a popular style. Higher education in China has entered a new era. Under this new situation it has become a fresh hot issue how to integrate the quantity's expanding and the quality assurance of higher education.New undergraduate academies are young and still have big gaps compared with the old undergraduate academies. But they take on the heavy enlarging of enrollment. Student scale in many new academies is great now. It is vital for them to assure and continue improving the teaching quality. Hunan Institute of Engineering is a new undergraduate academy established in 2000. Assuring and improving the teaching quality is also its main problem.Total Quality Management is broadly adopted by business enterprises and now gradually applied in higher academy's quality management system. The paper takes the case of Hunan Institute of Engineering established in 2000 and adopts many research methods including investigation, theory research, comparison, demonstration and model research, to study how to use Total Quality Management for reference in order to improve the teaching quality.The paper has six chapters. The first chapter, introduction, introduces the subject's situation, origin, sample case, main content, research methods and innovations. The second chapter introduces the TQM's theories domestic and abroad and its application in higher academies including in China's. The third chapter analyzes the problemsand reasons in teaching quality that Hunan Institute of Engineering has. From the fourth chapter to the six chapter the paper analyzes the problems that Hunan Institute of Engineering faces in teaching quality management and discusses how to built up its teaching quality management system in terms of teaching quality assurance system, teaching quality evaluation system, teaching quality control system so as to improve the teaching quality and the whole quality management level according to the TQM's requirements.
