The Study On The Situation And Measures Of Community Building In Xinyu City

Since 90s of 20 century, with the further deepening of reforms in political and economic systems, previous "individual person" of social members is gradually transferred into "social person". It can't meet the requirement from social development in new era for the concepts and methods to manage the society by individuals. Community building as a new social management mode and social self-development system in transition period is underlined, attached importance and promoted in the whole country. However, taken as a whole, it made achievements just in a few economically developed large cities and integrated into the government control in the underdeveloped and rising small and medium-size cities, which violates the nature of community to realize the self-governance among urban residents. As a result, how to promote the community development combined with the local conditions and learned from home and abroad is a real subject faced by underdeveloped and rising small and medium-size cities.This paper is to investigate on-the-spot the situation and problem of community building in the author's working city-Xinyu city and propose the measures to improve the community building in Xinyu city in the following areas: the innovation of government leading mechanism and the reform of city management and community building system by comparing and analyzing the community development mode at home and abroad as well as by combining the public management theory; the improvement of social organization system and the strengthening of community self-organization function; the enhancement of residents' views in community participation and self-governance; the innovation of community service development mechanism and the cultivation of social service system. Through the analysis, this paper suggests that currently the development of small and medium-size cities should direct in community self-governance in the government leading mode. The government leading mechanism should be further renovated and the community organization system should be improved to fulfill the synchronized coordinated development of government management and community self-governance. Moreover, the self-governance concept and ability of residents should be trained and the development of non-governmental organization should be cultivated by the design of systems and mechanisms. Finally the community self-governance should be realized when the government leading mode is transferred to social leading mode if condition permit.
