With the popularization of China's higher education in recent years, the focus of higher education has been shifted from the previous stage of scale development to the stage of sustainable development, with more attention to improving education quality. In achieving the focus shift in higher education, educational administration departments at all levels and all colleges and universities put education quality in a prominent position, and have implemented "talent-school" strategy and "quality project". To strengthen faculty building and guarantee the quality of teaching as a long-term mechanism of the tertiary schools'construction and development are the priorities of colleges and universities.Performance evaluation of teachers and building a scientific performance evaluation system-for faculty building or for quality assurance-have been an important aspect under constant exploration and research. Judging from the current situation, three basic functions of a modern university have been gradually formed—talents'training, scientific research and social services—to evaluate teachers'performance and their professional contribution to the society. Talents'training is the fundamental task of evaluation of teaching performance and the first and foremost task.Owing to the various types of management methods and the differences in the evaluation of teaching performance, two modes of rewards evaluation and development incentives evaluation are used, and they are bound by three mechanisms: payment incentive, professorial status promotion and quality assurance. Whatever differences exist, the "three levels" of national, provincial (city and district) or schools'evaluation, their indexes and content proposed in this thesis are suitable for various institutions of higher education to put into practice in evaluating teaching performance.In addition, the related practices in Hong Kong, Taiwan and the United States are briefly outlined for comparison, with a view to obtaining useful inspiration and reference.
