The Construction Of High-Level University's Academic Resources-Sharing Platform

Under the background of achieving high-leveled university, it requires universities to enhance academic level continuously. However, as an important support of academic production, the academic resources are serious lack, which has already been a bottleneck that restricted the improvement of a university's academic product capability. Thus, how to solve this dilemma has raised an exigent proposition universities have to face.The scarcity of academic resources of China's university has its particularity, that is, absolute scarcity co-exists with relative scarcity. Absolute scarcity means the total quantity of resources is inadequate. And relative scarcity means the quantity of resources that different disciplines obtained are imbalance, that is to say a number of subjects own too much resources, but some others are lacking. Owing to the limitation of our country's supply capability, we can predict that the overall shortage of academic resources at least in a short period of time will last. Therefore, the primary outlet for Universities is to improve the efficiency of resource allocation and to solve the problem of sectional surplus. That is why the academic resources-sharing emerged.As the effective way of improving the efficiency of academic resources, sharing was concerned by most universities. However, this exploration hasn't taken dramatic actual effect. The problems mentioned in the second paragraph are still ubiquity. Focused on this realistic problem, this paper try to build a more effective academic resources-sharing platform for sharing academic resources that can also enhance the allocative efficiency. Based on the analysis of internal logic of academical activities, the paper point out that it is suitable to build the academic resources-sharing platform at the discipline group level and then the concrete methods/path to build the platform are proposed. In order to solve current problems facing the construction of academic resources-sharing platform, the author believes that the operation mechanism of platform should be the combination of administrative promotion and market adjustment. Based on this judgment,this paper take systematic analysis of the theoretical basis, scope of application operation way and other fields of these two operation modes.
