Education Resource Allocation Efficiency

Education should be regarded as "a project of century-long significance" and compulsory education is the most crucial, on which the improvement of the national quality, the strategy of invigorating the country through science, technology and education and the establishment of a harmonious society are all based. The compulsory education has made a remarkable achievement since our Reform and Development. However, there are still some problems, such as the shortage of resources, inadequate investment, the unreasonable structure, especially the uneven development of compulsory education. This kind of uneven development is mainly due to the uneven allocation of compulsory education resources. Therefore, the matter of compulsory education is the matter of resource allocation. The analysis of allocation efficiency of compulsory resource would enable us find the problems and reasons in the use of education resources, from which its education manager could improve management and achieve the balanced development.In fact, the evaluation of allocation efficiency of compulsory education is an evaluation of schools carrying out the compulsory education. The school is a non-profit organization with lots of input and output and the research shows that it would be more reliable to evaluate such kind of organization by using non-parametric data envelopment analysis (DEA) method.Based on the above analysis, the paper makes both theoretical analysis and empirical analysis of its allocation efficiency situation in 10 years, from 1997 to 2008, in 31 provinces, autonomous regions and municipalities and also makes a conclusion that the unbalanced development of the regional economy is one of the main reasons of the uneven allocation of compulsory education resources. Furthermore, in terms of its manpower, financial and material resources, the paper offers suggestions on the improvement of resource allocation and even development of compulsory education, for the purpose of promoting a balanced development of education.
