Teacher evaluation is such an activity in which the work performance or the potential value of the teacher is judged. Based on Reiser & Dick's instructional activities theory and Keller's motivation theory, this research takes performance feedback as its guide to action, and develops a performance feedback toolkit for teachers'evaluation. This feedback toolkit is based on scientifically-sound learning theory and aims to promote teachers'professional development. There are mainly four components in this feedback toolkit: Key Instructional Activities Feedback Form-Teachers'Edtion, Key Instructional Activities Feedback Form-Students'Edtion, Course Interest Survey and Performance Feedback Package. The author invited four young English teachers of M Net College and their students to participate and apply this toolkit. During the experiment, the author analyzed all the questionnaires finished by the teachers and students, and put relevant data into the Performance Feedback Package which was finally presented to the teachers. The four teachers in unison thought that this method of giving feedback was very meaningful in practice. Most of the participating students were convinced that this toolkit was important both for students to improve their learning and for teachers to improve their teaching. Moreover, 68% of those students thought it necessary to utilize this toolkit in other subjects. The experiences learned in this study will exert positive influences upon various schools, training agencies and institutes in developing an evaluation mechanism for teachers'development.
