Teachers are the vitality of a school. If we want to improve teaching Quality, we should train teachers, develop teachers, improve the performance of teachers. Human resources development in schools has become a key, while effective management of human resources is the key to performance management.This article first analyzes the characteristics of teachers. I studied the development of teacher evaluation and performance management. The ultimate aim is to achieve the country, students, teachers, schools and win-win. This article Balanced Scorecard and development of the organic integration of teacher evaluation, constitutes a teacher to build performance management system of indicators on the basis of the theory.
